Does anyone know why John Kerry tried to initate legislation in 1995 to stop any more money from being spent on defense of our country for the next 7 years? The legistlation was meant to not use any residual leftovers or authorize any new money whether in budget form or emergency request.

I swear, if I were a liberal conspiracy theorist and Kerry were a Republican, I'd wonder if old Kerry boy had advance knowledge of the 9/11 attacks and wanted to make sure we were too weak militarily to go after his friends. No money until 2002?
