So the chicken war took place in 1962 between the U.S. and the European Community. The thing is that the present EU and the U.S. should be cooperating with each other especially because there are some new threats jeopardizing the security of the West as the terrorism or the rise of China, India and Brazil. However this “chicken wars” keep repeating (for example the business clashes between Airbus and Boeing). It seems that the U.S. and the EU are not cooperating with each other properly and as one might wish. Actually they are competing with one another and fighting over every dollar and euro. The result is that the center of the global economy is shifting toward the Pacific region and soon it will be China and India, which will dictate the trends in global economy and as a matter of fact everybody will be affected.

Also here is a good article about it:

That's what happening as I see it, too. I think Bush is attempting to make a North American Union with Canada and Mexico and he has all these agreements going without congressional approval. So, I don't know if this is the last ditch hoorah from the Bush family to cash in on all the treasury bonds they have accumulated or what. But with China the second largest holder of our bad debt, should they decide to convert our dollar debt to another currency, this is where we all spread our legs.

The President doesnt have the authority to make trade agreements "without congressional aproval".
And your understanding of the issues discussed in the two articles seems to be nonexistant as well.
